The Role and Function of the
PVCC Faculty Staffing Advisory Committee

This document and its appendices are intended to clarify the role and function of the PVCC Faculty Staffing Advisory Committee.
The elements included are: RFP authorization of the Committee; PVCC Committee Purpose; PVCC Committee Date Guidelines; plus Appendix A, Request for New Full-Time Faculty/Justification Form; and Appendix B, Full-Time Faculty Vacancy Process (Ratified by PVCC Faculty Senate 4/4/96);Appendix C: Criteria for Faculty Staffing Requests.
The Committee is working to develop a set of Internal Operational Procedures.

Residential Faculty Policies
1.2.2 College Staffing Advisory Committee

1.2.2.1. The College/Center Staffing Advisory Committee consists of the appropriate instructional administrator and at least four (4) faculty members appointed by the College/Center Faculty Senate president. The instructional administrator will be a nonvoting member of this committee.

1.2.2.2. The College/Center Staffing Advisory Committee will consult with Department/Division Chairpersons and other appropriate personnel in order to make recommendations on the staffing of residential faculty positions. The committee's recommendations will be delivered to the College President/Provost.
The purpose of Paradise Valley Community College's Faculty Staffing Advisory Committee (FSAC) is to 1) elicit from Division/Department Chairs seeking new Full-Time Residential Faculty justification data in an organized and timely manner; 2) analyze data provided by the Department/Division Chairpersons and other relevant sources according to Committee guidelines; 3) make recommendations on the staffing of residential faculty positions to the College President; 4) provide appropriate data to the College Strategic Planning Council.

Mid-March - - Faculty Senate President-Elect sends an e-mail to each appropriate division member soliciting interest in becoming a member of the PVCC Faculty Staffing Advisiory Committee for the next academic year.
End of March -- Faculty Senate President-Elect selects faculty members to serve on FSAC using the following guidelines:

1. A faculty member should normally serve no more than two (2) consecutive years as a member of the PVCC FSAC. However, a member who has served for one year can be elected as 'Chair-Elect' in his/second year. The following year, the Chair-Elect will serve as Chair (during his/her third year as member of the committee) and then leave the committee. Also, if a division has only one faculty member willing to serve in this capacity beyond the two-year consecutive term, the Faculty Senate President-Elect may recommend that individual to the Senate for approval.
2. Where two or more faculty members from the same division are willing to serve as a member of the FSAC, the President-Elect should give first consideration to a faculty member whose discipline is different from the most recent FSAC member of that division.
3. For any division with two or more departments, representation must be rotated between/among departments. If no one is willing to serve from the appropriate department, then the President-Elect may select a representative from the division members.
4. Division/Department Chairs, the Faculty Senate President and the Faculty Senate President-Elect are ineligible to serve as a FSAC member.
November, second weekFSAC Chair will schedule a meeting to elect, from the second year members, a Chair-elect and to determine meeting dates for the Spring semester. The Chair-elect will serve as Chair-elect for that one (1) academic year, then as Chair for one (1) additional academic year, for a total of three years on the FSAC. (approved by Faculty Senate 2/07/02; revised and approved 5/1/03.)
December, first weekFSAC Chair presents at the Faculty Senate meeting the timeline for the faculty staffing process.
January, second weekFSAC Chair sends to the FSAC members, the Division/Department Chairs, the Faculty Senate President, the Dean of Instruction, and the Associate Dean of Instruction the timeline for the faculty staffing process.
January, fourth week--FSAC meets to review the current APB Faculty Staffing Request form and the Committees criteria for evaluating faculty staffing requests.
February, first weekFSAC Chair sends a reminder to the Associate Dean of Instruction and the Director of Research and Planning to have statistical data prepared by March 1.
March, first week--FSAC meets to review data resources and finalize criteria.
March, after Spring Break--FSAC Chair sends memo requesting Division/Department Chairs to submit faculty staffing requests on APB by date established in the timeline. Memo also includes the schedule for Chair presentations to FSAC the last week of April.
April, second week--Deadline for submitting faculty staffing requests by Division/Department Chairs.
April, second week--FSAC Chair distributes copies of faculty staffing requests to FSAC members.
April, third week--FSAC meets to discuss faculty staffing requests and the need for additional information from Division/Department Chairs.
April, last week--Division/Department Chairs present faculty staffing requests to FSAC. Committee members deliberate and rank requests.
April, last week FSAC Chair meets with the President to review the committees rankings.
April, last week FSAC Chair notifies the Division/Department Chairs and the Dean of Instruction about the committees rankings as submitted to the President for approval.
April, last week FSAC Chair notifies the Division/Department Chairs, the Dean of Instruction, FSAC members, all PVCC faculty, and the Strategic Planning Council about the approved list of faculty staffing requests.
May, first week FSAC Chair presents year-end report to the PVCC Faculty Senate.
