Guests Present:  Dr. Shirley Green, Ken Hart, John Chavez, Dave Gerkin.

Members Absent: Hank Mancini, Scott Massey.

1.   Brief address by Dr. Shirley Green, Ken Hart, John Chavez, Dave Gerkin.

Dr. Green reported that a survey was done to get some input from students with regards to the scheduling of courses at PVCC.  Seven hundred and fifty-six students participated in the survey.  A large number of them indicated that they wanted something other than a sixteen week semester.  Ken Hart pointed out that students showed the lowest satisfaction with course scheduling and course offerings on the Noel-Levitz survey.

Dr. Green articulated four options that might be considered, in meeting the need of students seeking an alternative to the sixteen week semester:  a program involving five week blocks for course with year round attendance for students, an accelerated program in which students would complete their two-year associate degree in one year, a four week course option in which students would meet three days a week for four hours each day, and a weekend schedule in which students would take classes primarily or exclusively on the weekends.  Dr. Green was careful to indicate that these are being put forward as possible options, that the adoption of any one of these options would have to be done campus wide, and that faculty would play an important role in the process of adopting any of these options.

Dual Enrollment

Jim Reed presented a rather detailed proposal created by the Financial Committee on Dual Enrollment.   The main feature recommends that all students enrolled in a dual enrollment course should be charged tuition based on tuition and fee rates in effect at the time.   Also, it is recommended that the high school districts be reimbursed in consideration of the faculty and facility costs they bear.

Meet and Confer

The FEC was presented with a chart that detailed a summary of the 1999-2000 Board's Meet and Confer proposals.  This chart lists Meet and Confer issues and the Board’s proposal and rationale.  The attached  chart of this information is a part of this report for PVCC’s Senator’s perusal, and is just to inform you of the issues and the progress of the Meet and Confer Team.

Common Pages

Willie Minor reported that the Common Pages Committee decided that students will not have to pay for their first transcript.  Students will be charged for the second and subsequent transcripts.

ASU West

The FEC briefly discussed the Arizona Republic article, "W. Valley Backs Making ASU West 4-Year School" in the January 28, 2000 issue. This article detailed information about west Valley leaders and ASU West’s interest in turning ASU West into a four-year institution.  According to the article the idea will be discussed by the governor’s task force on higher education and ASU will bring a formal proposal to the regents sometime this summer.

President's Report - Tom Butler
At the President's Cabinet, Bob Bendotti proposed that we launch an afternoon college program for high school seniors.  Shirley Green indicated that summer hours for Admission and Records would be expanded by allowing employees flexible scheduling.  The President's Advance will be March 31.  PVC will host art work from local high schools in M building.  Dr. Kranitz will invite Dr. Gaskin, the new Chancellor, to visit PVCC.  Finally, there is an increased amount of hacking into the district's servers from local college servers.

At the Governing Board meeting, Dr. Gaskin was formerly approved as Chancellor.

7.  New Business

Results of Faculty Interviews - Maria Barillas
Maria presented a collation of comments made during interviews with faculty members.  She also presented a draft summary of those comments.  Senators were asked to carefully look over the collation and the summary in preparation for a discussion of these items at the next Senate meeting.  The collation and completed summary will be attached to the minutes of that upcoming meeting.

First Year Experience - Renee Cornell
The First Year Experience (FYE) at PVCC will be offered this fall. It is an academic program for any student entering college for the first time as a full time student. Participants in a FYE program enroll in a block of four freshman courses each semester (12 hours). Most students will go from course to course together and will also have the same instructors. These courses will be offered at a prime time, 9:00-12:00 p.m. This program:

1. helps strengthen academic skills within small classes,
2. provides a community atmosphere with three-four faculty working together,
3. offers an opportunity to build relationships with other new students through common courses,
4. provides out-of-class experiences to make new friends, interact with faculty, and become involved in activities on the PVCC campus, and
5. increases awareness of human diversity, cultures, values, and beliefs.

Two blocks will be offered in the fall 2000: "Exploring Your Options in a Changing World" is designed to integrate three common Freshman courses using this theme. English 101, Sociology 101, CPD150 Strategies for College Success, and Math (appropriate level) "Leadership for Change in the 21st Century" is designed to integrate four common Freshman courses using this theme. English 071 or 101, Psychology 101, COM263 Elements of Intercultural Communication, and WED120 Leadership for Social Wellness. If you have any questions, let me know. Renee

Advisement Issue - Tom Butler.
Tom indicated that some advisors were recommending individual faculty members as well as courses.  Strong sentiment against this practice was voiced by several senators.  Other senators pointed out students needed to be aware of differences in the format of some courses - e.g., traditional math courses versus math courses taught using Academic Systems.  They agreed, however, with the sentiment that advisors should not recommend individual faculty members.

Governing Board Goals - Tom Butler
Tom raised questions about the process by which the Governing Board derived its goals and the implications of ranking those goals.  The ranking was requested over Memo by Teresa Toney, in behalf of the Governing Board. It was agreed that Tom would make inquiries regarding how the goals were generated and, in view of that, draft a letter to be read at the next Governing Board meeting the Tuesday following the March Faculty Senate meeting.  Senators will be asked to comment on the draft over Memo.

8.  Items for the next month's agenda.

10.   Adjournment
The meeting was adjourned at 5:25 P.M.
Respectfully Submitted by
