Full-Time Faculty Vacancy Process
Ratified by the PVCC Faculty Senate (4/4/96)
Upon the official action of the MCCCD Governing Board regarding a full-time faculty vacancy, the following process will be implemented:
1. After the MCCCD Governing Board action, the College President:
a. Informs the Dean of Instruction, who in turn notifies the Division/Department Chairs and the Faculty Senate President of the vacancy.
b. Requests the Chair of the division/department in which the vacancy has occurred to transmit a recommendation to him or her via the Dean of Instruction as to the division/department need to fill the vacancy.
2. Within two weeks of notification of the vacancy, the Division/Department Chair:
a. Conducts substantive dialogue with division/department faculty members to examine the division/department need to fill the vacancy. Following a process of open discussion and democratic decision making, the division/department may decide that there is a need to fill the vacancy with a like replacement (same discipline(s)) within the division/department, or may decide that there is a greater need to fill the vacancy in a different discipline(s) within the division/department, or may decide that there is no need for the division/department to fill the vacancy.
b. The Division/Department Chair then forwards the recommendation with arguments and evidence in support of the recommendation to the Dean of Instruction and the Faculty Senate President.
3. Within two weeks of the receipt of the Division/Department Chair’s recommendation, the Dean of Instruction:
a. Reviews the recommendation, consults with the Faculty Senate President, and transmits a written recommendation with supporting arguments and evidence to the College President.
b. If the Dean of Instruction’s recommendation differs from the Division/Department Chair’s recommendation, the Dean of Instruction informs the College President of this fact, and provides a copy of the Division/Department Chair’s recommendation and supporting arguments and evidence as a portion of the written recommendation submitted to the College President.
c. Paralleling the transmittal of a recommendation to the College President, the Dean of Instruction inform the appropriate Division/Department Chair of the recommendation to the College President and provides the Chair with a copy of the written recommendation with its supporting arguments and evidence.
4. Within two weeks of the receipt of the Dean of Instruction’s recommendation, the College President:
a. Informs the Dean of Instruction of his decision, who in turn notifies the Faculty Senate President and the appropriate Division/Department Chair of the Presidential decision and rationale.
b. If the College President’s decision is that there is a need to hire a faculty member for the division/department in which the vacancy has occurred, the Division/Department Chair begins the hiring process.
c. If the College President’s decision is that there is not a need to hire a faculty member for the division/department in which the vacancy has occurred, he or she charges the Faculty Staffing Advisory Committee, through the Dean of Instruction, to transmit a recommendation to him or her as to whether there is a college need to fill the vacancy, and if so, how this vacancy should be filled.
5. Within three weeks of the College President’s charge, the Faculty Staffing Advisory Committee:
Transmits a recommendation with supporting arguments and evidence to the College President. Paralleling the transmission to the President, the Faculty Staffing Advisory Committee forwards copies of the recommendation with supporting arguments and evidence to the Faculty Senate President and the Division/Department Chairs.
6. After receipt and review of the Faculty Staffing Advisory Committee’s recommendation, the College President:
Informs the Dean of Instruction of his decision. In turn, the Dean of Instruction informs the Faculty Senate President and the Division/Department Chairs of the presidential decision and, and if needed, works with the appropriate Department or Division Chair to begin the hiring process.
