Appendix A:
Division/Department Chair Selection Procedures

1. Term of Office: Three years ending at the Spring Semester of the third year.

2. Eligibility to Serve as Division/Department Chair: All full time appointive and provisional faculty whose duties are primarily related to the division in which the person is assigned and who will be a full time faculty member assigned to that division during the term of office. Time spent on sabbatical leave or other leaves of absence count toward the term of office.

3. Eligibility to Vote in a Division/Department Chair Election: All appointive and provisional faculty assigned to the division holding the election.

4. Nominations: Faculty members must self-nominate. Nominations must be presented in writing to a five-member Division/Department Chair Selection Committee appointed by the PVCC Faculty Senate. Following self-nominations within a division, the College President will endorse all acceptable candidates. The Division/Department Chair Selection Committee in consultation with the College President or his or her designee, is responsible for conducting the elections in the division. The exact ballot count will be announced with the results of the election. Members of divisions holding elections may not serve on their Division/Department Chair Selection Committee.

5. Election Procedures: The PVCC Faculty Senate is responsible for calling elections in the divisions in March of each year for those divisions which the term of the Division/Department chair will expire at the end of the Spring Semester. Elections will be held by secret ballot. The winning candidate must receive a majority vote of the total eligible membership of the division. If a candidate does not receive a majority vote, there will be a run-off election between the two candidates who received the greatest number of votes. If there is a tie for second and third place, the second place candidate will be selected by lottery, and then a run-off election will be held. If there is a tie between the top two candidates, there will be additional ballots until a majority is obtained. In the event that a Division/Department Chair resigns or for some reason is unable to complete the term of office for which he or she was elected, a special election will be conducted as soon as feasible. The procedures for this election will be the same as those outlined in items two (2) through four (4) above. The term of office will be only for the remainder of the term of the chair who vacated the office.

6. Removal from Office: A chair may be removed from office if a petition bearing two-thirds of the eligible voters of the division is presented to the Faculty Senate President who will deliver the petition to the College President within twenty-four hours. The signatures and the contents of the petition shall be kept confidential by the College President and the Senate President. Final removal from office is subject to approval by the College President. Prior to a final decision, the chair shall have an opportunity to respond to the petition.

7. Policy Problems: If any situation arises that is not covered by the procedures set forth in these guidelines, a description of the ituation must be submitted in writing to the PVCC Faculty Senate. The Faculty Senate forwards a recommendation to the Dean of Instruction. The Dean of Instruction reviews the recommendation and transmits a written recommendation to the College President. The College President makes the final decision regarding the situation.

8. The faculty reserve the right to recommend changes to the division structure as the need arises.

9. If a division has departments, the department election procedures will follow the college plan, and Division/Department Chair will then be determined by the division/department structure as established by the Academic Structures Policy.
